I may be wrong, but look at the closeup of his face when he's in the therapist's office at 2:47 . It looks like there's a single tear about halfway down Bucky's cheek and his eyes still look a little bit watery. In the context of the Episode, that was when the therapist was asking him about his nightmares. He said he hadn't had one but of course he had. If I'm right about the tear, it means the memory of his killings made him well up.

I grew up with Marvel (the avengers specifically) and I couldn’t understand why my older brother was crying when Tony died in Endgame. Going from civil war Zemo, to Buckys handler, to TFAWS Zemo, to Ayo is so strange, you can really hear the difference in each of them, Ayo is cautious and kind, Zemo is purposefully trying to trigger Bucky while also being a bit intimidatind by him, and the handler is just calm and in control. Really sad stuff, but beautiful execution from both you and Marvel 👍❤️
